It’s been several months that the president has blocked the reform in the Armed Forces without any legal or moral arguments.

The recent debate between the President of Republic, Bujar Nishani in the quality of General Commander of Armed Forces and Ministry of Defense, seems to take shape outside the framework of his constitutional mission.
This “opposition” like stance of the President on the armed forces, which doesn’t come as a surprise, follows a number of actions which have badly been applied by him. Following a long Albanian transition, I was looking forward to a political consensus, a disease which didn’t find a cure even by the current president, perhaps due to the fact that as a representative of the unity of the people, he didn’t meet the criteria for nationwide unity as in the opinion of the Albanian public, he’s considered to be close to Mr. Berisha.
I hoped that the President would bring a novelty in the domain of the consolidation of the state, believing that leaders who have a state forming status, everywhere in the state formation structures, would come as a normal deserved product of the Albanian society upon his appointment and not as persons appointed by his party.
Coming from the domain of defense, like the President, I would like for the advisers in the domains of National Security not to come from the political domain. Party advisers cannot advise the President on scenarios of National Security or on the hot cases of the Republic of Albania and the problematic region.
Security and defense advisers are people with knowledge, maturity, tested for their national credibility and people who have a vision. As such, they cannot be people with “adequate” knowledge in the domain of military or people belonging to the party and who are recruited to fill the vacant positions.
The domain of security and defense are delicate and bear a national interest. The person who is chosen must be evaluated in terms of his abilities for state formation. This is my vision on security and national defense and in my opinion, this is where the lacking cross institutional interaction in the Republic of Albania must be found.

It’s been several months that the president has blocked the reform in the Armed Forces without any legal or moral argument and by breaching what he, himself, has promised during the consultation for this important reform with the minister of Defense and the General Chief of Staff.
We cannot speculate with the slogan that these laws, which made us part of NATO, are good laws. Laws change when they lose their functionality, they’re improved when the circumstances require it. What we must understand is that the government is responsible to make proposals and it’s the constitutional right of the Albanian parliament to decide on the changes.
We’re in the post NATO situation. Operational leaders compete with professional visions and not with political amendments. Mr. President, what I would like to stress is that the minister found a very serious situation in the Armed Forces and in the quality of General Commander of the Armed Forces, you must back incentives undertaken by the minister to repair what has been badly done so far in our Armed Forces. /ibna/
