Greater speeds and access for all are the two new conditions connected with broadband internet access in Slovenia where it will become a universal service.
According to STA “operators providing universal service will have to ensure download speeds of 4 megabits per second at minimum for every user, even when that is not profitable.”
At present and until the end of 2019 there will be no other provider of such services than the state-owned telco Telekom Slovenije.
“Universal service obligation represents the minimal package of telecommunications services that have to be accessible to every end-user across Slovenia, with the price the same in the entire territory regardless of the actual cost of service.”
