President of Republic, Bujar Nishani has decreed the reintroduction in parliament of the law for the new administrative and territorial division.
In his arguments, the president says that during the process of the drafting of the administrative-territorial division, point 2 of the Constitution of the Republic of Albania which says that the borders of local government units cannot be changed without first listening to the opinion of the people that live in those areas, has been misapplied.
He adds that: “In my assessment, the lower the number of local government units, the larger they become and the more the principles of the decentralization of local government and local autonomy is threatened, an autonomy which is enshrined in article 13 of the Constitution of the Republic of Albania”.
The head of the state further says that the reform of the administrative and territorial division should have been preceded with the necessary legal adoptions, which regulates the organization and functioning of local government units in the Republic of Albania.
According to him, this law violates the constitutional principles of the justice, decentralization of local government and local autonomy.
Meanwhile, prime minister has reacted by saying that the majority will reject the decrees. “In the first parliamentary sitting, the majority in parliament will reject the decrees of the president. Justice, territory, the reform will not stop”, said PM Rama. /ibna/
