Minister of Kosovo Security Forces (KSF), Haki Demolli, says that the ministry that he chairs has prepared the bill on the transformation of Kosovo Security Forces into Armed Forces of Kosovo.
He said that next week, the bill will be sent to the government and then it will be brought to parliament for approval.
“Next week it will be approved by the government and then be sent to parliament for approval. Before voting this bill, parliament must approve constitutional amendments which relate to the transformation of KSF into Kosovo Armed Forces”, Demolli said.
The process of transformation according to Demolli, will have three phases.
This will be the first time that the government addresses the transformation of KSF. The first time, in May last year, the government didn’t manage to pass the bill.
Alliance for the Future of Kosovo (AAK) lawmaker, Daut Haradinaj, says that the establishment of the army is an urgent need.
He says that the transformation of KSF must happen now, because according to him, it’s a known fact that the constant concessions that this government is making to Serbia may be at the detriment of Kosovo.
“For a while now, Kosovo Security Forces have been ready to turn into a modern army with NATO capacities, but as always, politics neglected the transformation of this structure. This is 2015 and there have been talks for a transformation, which may be a compromised process and not at all sincere. This, due to the fact that the transformation of this structure requires the amendments of the Constitution. On its part, the amendment of the Constitution requires a specific majority in parliament and this is difficult to achieve with the Serb List which is putting pressure on parliament”, he said.
Analyst on security affairs, Naim Maloku says that the transformation of KSF into Armed Forces by the current government may only take place if the international community puts pressure on the Serb List.
“Transformation of KSF into Armed Forces can only happen if the international community, led by USA, is interested on KSF’s transformation into an army, by exerting the necessary pressure on those who lead the Serb List.
This is the only way that this can be achieved. Without international pressure and without the consent of the Serb List, this cannot be achieved. I don’t know how institutions have planned the transformation of KSF, given that two thirds of votes in parliament are needed”, says the expert of security affairs, Naim Maloku.
Expert of political affairs, Imer Mushkolaj, says that the issue of the Armed Forces of Kosovo is a little complicated.
“It’s a known fact that the Serb List has a large number of seats in the parliament of Kosovo and it has warned that it will not allow the formation of the Armed Forces to be passed so easily. I believe that they will attempt to hinder this issue and I believe that international intervention is needed for this”, Mushkolaj says.
According to him, the Serb List will try to gain everything in exchange of this. He is expecting this issue to also be discussed in the talks with Belgrade.
The formation of the Army of Kosovo seems a difficult mission and the current minister of Kosovo Security Forces has declared that the transformation of this force into an army has many unknowns.
In order to vote the formation of Kosovo’s Armed Forces, 2/3 of MPs must vote in favor. /ibna/
