The Commissioner against Discrimination, Irma Baraku has taken two decisions on Thursday to penalize the vice Minister of Defense, Ekrem Spahiu (photo) and Artan Lame, member of the Assembly of the Socialist Party for insulting the homosexual community in Albania.
The Commissioner has ordered for Mr. Artan Lame and Mr. Ekrem Spahiu to publicly apologize for the insults made to the homosexual community.
The decision on Mr. Spahiu:
In the TV debate taken place on 21. 03. 2013, the declarations made by Mr. Ekrem Spahiu were a direct discrimination, based on law dating 04.02.2010 “For the protection against discrimination”, because they insult the dignity and threaten the right to be protected from violence as a result of the sexual orientation.
I hereby order Mr. Ekrem Spahiu, as the person who has perpetrated the abovementioned act, to publicly apologize within 15 days and to avoid in the future, the use of language which instigates or promotes hatred or other forms of discrimination against people due to their sexual orientation.
Within 30 days, Ekrem Spahia must inform the Commissioner about the actions that have been taken in applying this decision. The failure to apply this decision may lead to a fine.
The decision on Mr. Lame:
The language used by Mr. Artan Lame in a daily newspaper on 23.03.2013, addressed to the homosexual community in Albania is discriminating, because it insults the dignity and threatens the right to be protected from violence as a result of the sexual orientation and gender.
The Commissioner ordered Mr. Artan Lame to publicly apologize within 15 days and to avoid in the future, the use of language which instigates or promotes hatred or other forms of discrimination against people due to their sexual orientation and gender.
The Commissioner imposed the same measures against Mr. Lame as for Mr. Spahiu. /ibna/
